Can't open the webpages

In windows 98 after connecting to the ISP (Tata Indicom),
it shows that it is connected ( i get a valid public IP
address also) however, i'm unable to browse. But in Linux
it is performing well , and i'm able to browse, what i need
to do to solve this problem in windows 98.

Can you tell the excat msg. that is displayed on the
screen like page cannot be displayed or Forbidden Error
(403) etc..
