Let's say I have 2 windows open. If I'm in the process downloading a page on
one of them but then click on another to see what's going on, the first page
will forcefully open on top and then I have to click back to the one I was
viewing. Is this understood? I don't know what to call this intrusion but
it's driving me crazy. Does anyone know how to disable this function? I want
to look at a window when I wish, not when explorer dowloads a page. I
appreciate any help.

Eva,

Use the minimise button that is part of the loading window to minimise the
loading window to the taskbar. Do not simply click on taskbar buttons to
swap between windows.

When you have minimised the loading window, right click the window you want
to use, and select maximise or restore.
